Tricity Bendix AW850 makes a scrapin noise on a part of the rotation?

Tricity Bendix AW850 makes a noise only on a certain part of the rotation. If you move the drum by hand you can feel a rough section as if the drum is scrapeing against something but the rest of the turn is smooth. My girlfriend has said that when its fully loaded it will not spin

scrapping noise could be something stuck under the inner drum (bra wire etc).the no spin on load could be motor brushes worn out or if an induction motor (brushless motor) is fitted then the capacitor fastened to the middle bar across the top may need replacing (big silver tubular bit with wires coming off one end).
