Flat screen JVC tv picture has regular verticle tears/lines. ?

Has anybody come across the above effect, and if so what did you do to solve it.
(Don,t worry if it's technical, I'm an electronics engineer that's not familiar with flat screens let alone JVC LT-26c31bje products).
