I have a Roper washer. It spins, but won't spin fast...clothes soaked??

The washer will spin, doesn't sound like anything is wrong. I go to take the clothes out and they are soaked. Hubby took it apart and can't find a belt. Anyone know what to do besides by a new one :) Thanks.

Replace the clutch assembly....I had to do the same and it costs about 29.00 for the kit.
