What causes my washer to lock-up on the spin cycle with motor still on?

What causes the pulleys to lock-up when it comes to the spin cycle? I've replaced the belt and the switch that locks the lid, when the spin cycle starts. It fills, agitates and drains fine - it just won't spin and the motor is still going and starts smelling in a short time like something's burning.
