Mend Electrolux 350 E Power Cord Stopped

electrolux 350 e power cord coiling/rewind mechanism?

the power cord rewind mechanism has stopped operating; it is not jammed, the cord is fully pulled out, but there is no tension, it will not rewind. Is there any remedy for this condition. Does is mean the spring need re hooking somehow? There were no strange sounds like the spring breaking or coming unhooked and unwinding... just all tension went...it would be nice to repair it because otherwise the cleaner is ok.
