after starting machine i have up and down idle like it wants to choke out?

yard machine model#13A6673G118 serial #1A150B30187. 15.5 horse.42inch tecumseh engine. after starting i have up and down idle and it wants to choke out. changed air filter plug and fuel filter but still have the problem.
