what to do to slow down the high rev?

well the mower i have is maxicatch 400.it starts ok but using the throttle cable to slow down the engine i could not and it just have a full speed

Generic answer. Check to see if the thottle is stuck open (maybe seized) or if a spring that closes the throttle has broken or become detached/ missing.This will be part of the carburettor/ air intake. Does it have a choke system that is faulty?.
