How do I adjust the tension on a 42 inch yard machine belt ?

I have just replaced a drive belt and there is still enough slack in it that it will not cut in high grass. Is there an adjustment on the pully that is spring loaded

No, the spring loaded pulley should be self adjusting, if the pulleys are worn this will loosen the belt, is this a genuine belt?
