steam generator iron new but no steam,how do I fix it?

hi, the iron plate gets hot ,all the lights work on the selector panel yet no noise and no steam ,this is a new iron bought by my mum ,she couldnt find the receipt so went out and bought another iron ,I saved this one from being thrown away its brand new .can anyone help me ?Ive had one of these before its a great iron .
