John Deere lx176 will not go into gear?

I have a lx176 , the drive belt broke in the back forty.I pulled the pin in the rear so I could tow it back to the garage. I installed a new belt , pused the pin back in to take it out of freewheeling , but the tractor will not move. It stays in free wheel. I have tried rocking it but that dose not seam to help. I engae the brake and that locks it up , but when I release the brake it stiil stays in freee wheel . Any Ideas ?
