hoover optima nextra 7 hnf7167 not pumping water out?

my machine is not emptying, if the pipe is laid outside it drains and will spin but with the pipe into the normal position does not pump the water out. I've checked the trap, the pump turns manually, it is a brushless motor the winding measures about 220 ohms. any suggestions please...
