Why is my shower too hot?

I have a brand new creda florida plus 9.5kw shower which has just been intalled by a qualified plumber/electritian.I went to use it the weekend and the water is far too hot,it makes no difference if the temprature is on 1 or 10 its still too hot,its also only set on half heat and after afew minutes the overheat light comes on.Please help im confused AND desperate to try out my new shower.

it sounds as though there is insufficient water flow, does altering temperature control make any difference to amount of water flowing? if not you need to establish mains pressure/flow rate.is there a water isolator? is it turned on fully?
