Mend Hoover OPH 147 Cold Water Light

Hoover optima oph 147?

Hi, can anyone tell me why the cold water light flashes at the end of a cycle? It flashes 14 times and then a brief pause, before flashing again.

Not 100% sure, but does it mean the water isn't being heated..? Or has the heating element gone.? Machine is only 18 months old.
