Half fill the bowl with very hot water even add a jug or two of boiling water. Gently rock inner bowl side to side for a few minutes then leave soaking in the hot water for another 5 - 10 minutes. Then put it on final spin & try. These machines don't like continuous cold water washes. The soap builds up under the spin tub & stops it from spinning. Hot water will dissolve it. If that doesn't work you may need to replace the clutch friction shoes underneath the motor.
