The drum has seized the bearing has rusted caused either by leaking water through the seal or you have been over loading the machine too much and has damaged the bearing depending on what make it is replace the bearing and seal some machines you have to replace the whole drum and they are not cheap it would be best to scrap it and buy another machine.
