Mend Craftsman LT1000 Engage Riding

LT1000 blades won't engage?

I have a Craftsman LT 1000 riding mower. The blades won't engage when I push the lever up. The lever moves freely with no tension on it. The cable running to the spring is attached and loose. The spring for the tension appears to be attached ok. I can't figure out what is needed to fix this. I believe the problem lies in the cable somewhere. Anyone got any ideas/
