Mend Maytag Performa Water Washing Machine Work Spin

Is it normal for there to be water behind the drum of my Maytag Performa?

Is it normal for there to be water behind the drum of my Maytag Performa washing machine when not in use? It seems to work fine, but when I spin the drum around I hear what sounds like a lot of water sloshing around behind it. Also there seems to be a lot of scum or mold buildup around the rubber ring around the opening that's hard to remove. Is it OK to use a chlorine product like Tilex, or would that damage the machine if it dripped down?

correction: I 'm not sure why I thought it was a Performa-it's actually a MAYTAG NEPTUNE (front-loader, purchased about 4 years ago). The more research I did, I found out this has been a big problem and there was a class action suit, due to the mold problem, that was settled last year. I was never notified about it though, and I guess it's too late now! Anybody actually get any satisfaction from Maytag?
