Mend Oreck XL2 Vacuum Motor Brush

My Oreck XL2 is spitting out dirt...what could it be?

My Oreck XL2 will not pick up. The motor is still turning the brush, but it does not pick up. When I run it the dirt is just spit back out through the brush. I changed the belt about two months ago...so, I don't think it is that. Any ideas?
