Vacuum doesn't suck?

Kenmore Whispertone 5.1 tank type vacuum

We've checked the hose..it's clear

We've checked the filter

We've cleaned it out near the brush.

The motor runs fine, the brush spins but instead of sucking it spews out the cat hair etc.

the new bag doesn't fill with air but remains flat

Thank you all.. We found the problem.. We opened the bag place, removed the filter ... Behind the filter is a grate over the end of the motor.. We gave the motor a little push with a screw driver and voila the motor started when we plugged it in again..

The motor on the beater attachment worked but the vacuum motor was "stuck"..

Is there suction at the hose's handle? I would check the swivel part in the power nozzle, where it makes the bend. They clog from time to time.
