Oreck XL-seems to blow dust out and not suck ?

Everything has been changed, belt,bag,etc..hose cleaned.beater bar turns.bag does not expand very much at all..suction not good..please help!!

It's the nature of the beast. Using the vacuum cleaner's hollow handle to transport the dust and dirt to the bag was a novel concept and epic fail at the same time. The telescoping portion of the handle leaks dust and sends it back into the environment.
The quick fix is 'duct tape around the connecting portion.

Check to see if the fan chamber is cracked. Very common for Orecks.

The pipe near the fan is likely clogged. This is happening to me a lot because the fan is so damaged and not creating enough suction to get little pieces of paper and such into the bag.
