Mend Jaguar 23kw Heat Exchanger Temperature Hot Water

How can i fix jaguar 23kw heat exchanger?

when heating is on system is heating up very quickly and thermo sensor is shutting system down (rightly so). water is working fine - why may the heating side of the system be getting extremely hot and shutting down before the house gets heated through, how can i remedy this problem.
