If the fan is running and you get a beeping from the computer it might not be the power supply.
Most PC's use Beep Codes to help you diagnose the problem.
Listen to the number and length of beeps and then check with Dell.
The most common beep code indicates your memory has failed.
Post the code on here and will try to help

Not sure but I think you have a slim chassis for your tower. In some of these I have not been able to get aftermarket power supplies to fit. You may have to go to Dell and order one from there. Unfortunately Dell no longer makes a new power supply so you will have to buy a refurbished. http://accessories.us.dell.com/sna/category.aspx?c=us&category_id=7051&cs=19&l=en&s=dhs&mfgpid=166989&chassisid=8227

It sounds like the power supply has gone - it's reasonably easy to replace, but just be careful of where all the cables come from when you remove the old one and install the new one.
Some of the cables to the motherboard are particulary difficult to locate if you do not note where they attach to.
You should be able to get a new power supply at PC world or Maplins.
