dualit repair 4 slice?

I bought on ebay and when I went to plug it in and use, it immediately popped the outlet and flashed for about 1/2 second. I am thinking it was shorting out from being sent? How do I repair this? I have tried several more times in different outlets and all same results. It looks in great shape.
