Mend Hoover S3592 Remove Cover Button

How can I remove the outside cover of Hoover s3592 canister vacuum?

The on/off button of the vaccum does not stay in the on position. Would like to attempt fix on my own, but can't get the cover off. I have remove the back plate and 2 screws anchoring the top cover to the bottom, but it isn't popping off. What else is anchoring it?
