Before you mess around changing the power cord just cut off the plug and a few inches of cable and fit a new plug.

Most of the vacuum faults I've fixed over the years have been down to a broken wire - hidden inside the insulation at the plug end - from tugging.

If that's not a fix then go ahead and fit a new cord.
