Mend Tecumseh 460 Pull Cord Housing

How can I fix my Tecumsen spectra 40 lawn mower?

The pull cord on the mower snapped I dismantled the housing removed the spool and rewound a new cord but it will not recoil back into the housing when it is pulled How can I fix it The mower is a self propelled Lawnchief 460
