Jaguar 28KTVJ Why would temperature of hot water fluctuate?

Why does hot water temperature fluctuate between luke warm and scalding hot. The pressure also seems to be rising very quickly form 0.8 to 2.5. Also on hot water it is starting to bring the radiators on?
