why is my flourescent light flashing?

circular flourescent lighting is flashing and wanted to know if it was the starter motor or the round circular bulb on it that needed replacing?

D.I.Y, Lighting Light Flashing Bulb

Buy new spare parts and replace only one at a time until fault is eliminated.... keep the other good part as a spare.

its only a light,there are three things that cause this prob,1rst,replace the tube and starter.these should always be replaced together,if not these,then its the choke,buy a new light,
