Mend Poulan 358.797180 Craftsman Model Gas

Start Craftsman mod. 358.797180 leaf blower?

I have the above model gas blower, apparently manufactured ny Poulan. The cord only partly returns after being pulled and it will not start. The cord is not tangled or obstructed.
