Mend Briggs & Stratton 23HP Vanguard V-Twin Carb Replaced Fuel

23 hp vanguard v-twin won't idle, backfires. ?

Have rebuilt carb, replaced fuel lines/tank, new plugs & fuel, adjusted valves & problem persists. Starts fine, runs fine at high rpm but idle rpm fluctuates randomly backfires through carb even w/load. Any ideas?
