Mend Would Cold Air Blowing Out

Why would there be cold air blowing out of a cold air return?

we have a new house and have noticed that there is cold air blowing out of the cold air returns in the basement. They are still drawing air into them when the furnace is on. it is an electric high efficiency furnace.
