I have Scott 6.25hp with Tecumseh model ovrm105-120?

I just cannot get to start Please guide me, How should I clean the engine inside out and get to start again:

For awhile, Tecumseh engines primer bulbs needed to be pushed in and held 1 sec, then release for 1 sec, repeat til you get to 5 or whatever the sticker says. Silly procedure, I know, but it often works.
