How can I fix my Yardmachine, ?

Why the tention on the belt won't tighten up. When engaged in gear the drive belt does not tighten up.

I don't have a belt fitting diagram for these but it sounds like the belt is running on the wrong side of one of the tensioner or guide pulleys.
