I have a 18hp Troy bilt Take the battery and the battery holder out and you will see the upper belt I can get mine back on by pulling pully back on the pully arm with my left hand with the belt starting on pully pull pully back and use your thumb to roll it on its not easy but I can only get it on this way (left hand only)
