how can i fix my mmountfield sp574 mower?

the clutch cable will not operate the wheel drive and the cable remains slack,the adjuster has not sufficient to tighten the cable,have had the blade off and the main drive belt is ok

The crappy plastic bracket on the handle that supports the cable has slid up the handle- slid it down and under pressure re-tighten the bracket.
