mower will not ENGAGE?

craftsman lawn tractor model 917.270650 disconnected mower to sharpen blades, re-installed mower HOWEVER it will not engage when the attachment lever is in HIGH POSITION. HELP!!!!

still unable to engage mower,i think the problem maybe the clutch lever not being engaged. i have recheck the hook up according to the manual instructions to no avail.help!!!
