Mend Whirlpool Filter Bottom Clear

My Whirpool condenser drier won't heat up?

The filter light is on although both the one inside the drier and the one at the bottom are clear. I imagine it's something to do with the condenser at the bottom but don't know how to fix it. Are there any other filters or am I missing something?
