kenmore washer does not spin?

I have a Kenmore Washer
Model 110 26702690series 70
Serial CF 3225685
Stock 26702

It will fill & drain
but will not aggitate or spin

It is not the lid switch since I can hear the motor when it is in spin mode but will not spin

I'm not sure about this but whenever our hotpoint automatic fails to do the spin cycle properly its because the motor brushes need changing or their stuck and need cleaning.
