likely a stuck float. if it has a float bowl beneat the main body of the carb, there should be a small bolt/jet assembly that can be unscrewed to see if thats the case. Keep in mind that when you put it back together, make sure everything is snug again, and dont overtighten the bolt, or you could damage the portion of the carb that it screws into... and then you would have to replace the whole carb (those get spendy quick)
