I just fixed mine and here is how I did it. Get a 4mm Allen wrench and take the four screws out of the black handle where the throttle is. Next take out the seven other screws that hold the two halfs together. When they are out you should be able to pull the two green halfs apart and the engine will come out as well. You should have two wires connected to the kill switch which you can pull off with a pair of plyers. With all that out of the way you should be able to look in and see the pull starter assembly with two srews that need taken out. Take out the screws but make sure that you are careful with pulling it out because there is a coiled wire on the backside which is probably the problem, but if not careful will come undone and make a nice mess. When I took mine out I could see that the problem was simple, there is a little notch in the dish that the coil spring sits in, well there is suppose to be a little piece of the coil sticking out that housing and if you look into the green front that you just took it out of there will be a little notch that the coil will fit into as well. Like a little puzzle. So what I did was work a little piece of coil back out the side of it's holder and bent it a little with a pare of pliers so it will not slip back out. Now after that is done you want to wind the coils while holding it in your hands a couple times. This is what is used to suck the cord back in after it is all back together. Now that you have tension on the spring you must always keep pressure on the coil or it will pop back out. With tension on the coil here is the only tricky part, putting it back together when you have to take your fingers off the coil side to get it back. Here is what I did, if you look on the front green piece, where you took off the black handle, there is a couple holes. I used a smaller Allen wrench, because that is what I had handy, but you want to stick something in the hole so that it can be pushed up against the backside of the coil, letting you remove your fingers. This will let you put the starter back in the have someting pushing against the coil so it does not come back out. After this it should be just a matter of putting it all back togther. I hope this helps.
