Mend Hoover Turn Machine Checked

Hoover F5807 won't turn on?

Hubby changed out Valve seal ( was leaking). Now machine will not turn on. Checked plugs and all are working. Could he have put the seal in wrong ( on bottom of the fresh water tank)
