Mend Delonghi DEM10 Fan Motor Water

Delonghi Dem10 fan and motor working but no water produced?

Just bought a pair of nearly new Dem 10's. Both filters are clean, both units have issues...
1) as soon as I plug one unit in it shorts the house's breaker system - what is this telling me? How do I fix it?
2) the other unit has fan/motor working, green light on, but produces no water. What needs to happen to get water?
