Mend Singer 2010 Sewing Machine Bobbin

bobbin on singer touch tronic 2010 does not move?

under the bobbin there is two items that are supposed to roll together, one is black and the other is plastic orange with teeth, they don't engage, looks like the teeth on each one are gone.
