needle replacement singer 427 sewing machine?

Hi, my Singer 427 started looping underside of fabric, then the needle broke. Replaced the needle as far up as it can go, but the needle hits something when it goes down and can't do a full circumference back up. The bobbin casing doesn't seem to be moving and when I took off the underneath cover, the belt doesn't move when the wheel is turned. Should it move? (I oiled parts as per manual instructions) Any help be grateful thanks
