Rear wiper turns on when brake is pressed?

Hi when I brake the rear wiper starts working even though its not turned on. But if I turn the wiper on and then press the foot brake the top light goes out. Also if the lights are on the wiper seems to have a lack of power? i have cleaned all rear bulbs and oiled this made no diffrence. any ideas
