pressure keeps rising & leaks from PRV overflow?
first of all make sure your filling loop valves are closed fully
take filling pipe off & check for drips from valves
with filling pipe removed if pressure still rises chances are the pipe in pipe heat exchanger is pinholed & needs replacing
test for pinholed heat exchanger by turning OFF cold water inlet to boiler
if pressure stabilizes then heatex definitely pinholed

When are you doing what.
ARE you setting to 1 bar, WHEN the system is cold? Pressure will always rise. Set to 1 bar when cold, should not reach 3 bar, unless a blockage somewhere, check valves etc on boiler
