Mend Baxi 105E Boiler 105e

Power but not activating Baxi 105e boiler?

My brother lives away and he asked me to go round and turn on his Baxi 105e boiler. I've turned the power on and have a green light displayed the pressure is 1.5 bar. When selecting constant for heating and water the boiler just attempts to start but just flicks on and off with a slight flicker on the domestic hot water mode indicator. Is this going to be a straight forward PCB change over or can you advise?
