Mend Toro 6.5 hp 22" Mower Runs Lawn

toro mower runs, stops, maybe runs again?

lawn mower will run (sometimes roughly) for a while and then just stop and not run. after a while it will start again and run roughly for a bit, then stop. after a while it sometimes will start and then run great. checked: air filter, spark plugs are new, fresh fuel, oil level is good. toro 6.5 hp 22" self propelled rear bagger.
