Mend Toro 2008 FWD Lawn Mower Engine Repair

toro fwd issue?

I have a 2008 TORO FWD mower and the transmission was replaced last month. Today I went to use the mower and with the enginie off I cannot push the mower across the lawn as the front wheels will not move, I must lift front wheels off of the ground and use back wheels to move the mower. Once started the FWD works fine and the front wheels with transmission dis-engaged seem to roll fine. Is my trasnmission going South again?
