Mend Renault Kangoo 15dCi Diesel Engine Exhaust

do i need a turbo?

ive got a kangoo 15dci its got black carbon like smoke out of exhaust, i changed oil and drained fuel it only gos to 2000 revs drops all of a sudden then sticks at 40 to 50 mph at a struggle.slight tappety like sound comin from engine even though its adiesel
